Kantar 3 Notrump - Unlike the Gambling 3 Notrump with length in a minor suit, Kantar 3 Notrump is based on a long running major suit.  Opening Kantar 3 Notrump requires a 7+ card major suit, no outside Aces and up to 1 outside King.  Thus, an opening bid of 4 in a major denies a long running suit and is preemptive.  Responses are:
